US281/SH46 Wastewater Impact Fee Analysis

M&S Engineering prepared the impact fee analysis including research and data collection, delineation of services areas, developing land owner contacts, developing land use assumptions, preliminary engineering of $6.0M of wastewater system improvements, cost estimates and land owner cost contribution estimates.
The proposed improvements consist of collection mains, lift stations, force mains, wastewater treatment plant expansion and TxDOT bores. Alternatives were considered to reduce per connection costs, including low pressure collection systems.
